ABOUT LUKE
Luke lives in the York area with his wife and young son. Born and raised in York Outer, Luke went to Huntington School, and has lived across the constituency in Haxby, Strensall, and Osbaldwick.
Luke studied economics and politics at Oxford. He started his career at the Bank of England where he worked on a project to launch the new polymer banknotes. He then became a regulator at the Financial Conduct Authority where he worked on projects to protect vulnerable customers and reduce fraud. Before being elected as your Member of Parliament (MP), Luke worked in the private sector on compliance and fraud prevention.
Luke previously stood for York Outer in 2017, coming a strong second, securing over 21,000 votes.
Luke knows first-hand how fed up York Outer residents are with the cost of living crisis and a broken NHS. Like so many in York Outer, Luke has waited in York A&E for hours with his child, felt the effects of local private rents soaring and seen the cost of bills shoot up. He is determined to do something about this and to improve the lives of all people in our constituency.
After 14 long years, Luke will be the hardworking MP for our community that we desperately need.
LUKE'S PLEDGES
ON HEALTH

We will pay doctors and nurses in York Hospital overtime to work evenings and weekends to cut the waiting list backlog – paid for by closing the loopholes in Rishi Sunak’s non-dom plan and cracking down on tax dodgers.

We will end the 8am scramble for GP appointments, and give York families the choice of whether they’d like a phone or in person appointment.

We will double the number of MRI and CT scanners and we would expect to see diagnostics waiting lists coming down.

People in York Outer will see the return of GPs having more and more named family doctors available.
On children and young people

Every primary school child in York Outer will have free breakfast clubs in school.

York Outer schools will be funded to recruit more specialist teachers, particularly in shortage areas such as science and maths.

Every York Outer secondary school will employ dedicated mental health support staff.
on crime

Everyone in York Outer will have a named community police officer they can get in touch with, so policing gets back to doing what it’s supposed to do.

For areas of York Outer which experience persistent anti-social behaviour, Labour will bring in Respect Orders, with criminal sanctions for repeat offenders.
On climate and environment

Labour will establish Great British Energy which will ensure our long-term energy security and lower bills for people in York Outer.

I will fight to tackle raw sewage in York’s rivers, following implementation of Labour’s plans to hold water companies accountable.
On local communities

I will fight for a fairer funding formula for councils. York Council is one of the least well funded local authorities in Britain.

I will campaign for a bank hub community bank branch to be launched in the constituency.

I will work with our newly elected Labour Mayor for York and North Yorkshire, David Skaith to ensure we get our fair share of investment.
